It looks like the
Guitar Hero 2 whammy bar issues were software rather than hardware related. I booted up this morning and there was a new patch waiting for me. After installing it I tried my guitar (I've got both a 95055 and a 95065 guitar) and both worked perfectly and are much improved than what I was getting pre-patch.
