PS3 to ship without hard drive

According to this article it looks like Sony might be backing off including a hard drive with the new PS3. You have to wonder if they are already trying to cut costs on the new system before the system ships. This is kind of disappointing as developers aren't going to take advantage of something that doesn't ship with the system.
