No, it hasn't been made by the fan community, but rather, it's been made specifically for the fan community. However, that doesn't mean the rest of us can't enjoy it also.

Spec Ops: The Line looks like an amalgam of Mass Effect's cover shooter aspects and Modern Warfare's realism and action, and I've shown you the
pre-order goodies. If none of that stuff interests you, then maybe the fact that it's set in Dubai does. At least it's got a new setting.
