Technically, it's Cities XL. Steam is offering the city-building sim at a 75% discount. This is for both the regular version ($4.99) and the limited edition ($6.24). As usual, the Steam Mid-Week Sale runs through Thursday at 4PM. Get moving if you want a decent game at a good price.
