Are racing sims playable without a racing wheel?

I submit that they are not.  It's impossible to hit an apex when you can only accurately steer in no more than about eight direction, or brake and accelerate as carefully and quickly as you should, especially when combined with the lack of inertial feedback you get sitting on your couch instead of behind the wheel of the car you're trying to drive.  Sure you can drop extra money on a racing wheel, but it's easier to just not play racing games than to deal with tracking down a racing wheel that isn't garbage.

Thrustmaster seeks to change this fact with the Ferrari Gamepad (a Thrustmaster GPX Lightback controller with Ferrari branding).  It's not a racing wheel, it's just a gamepad with that offers a higher degree of precision and feedback than a standard controller.
